Since 1997, LACEF strives to be a Centre of Excellence in promoting best practice in local authority debt recovery. LACEF is devoted to providing help to our members. People join because they need a place where they can ask questions. Our tenet is about providing advice and help. Members raise queries, give answers and share best practice in debt matters – all for free in a private forum. The forum is supported by regular seminars and conferences. We discuss the practical recovery of council tax, business rates, parking and sundry debts using the latest software, techniques, insolvency and law changes. This is a friendly forum where members stay for many years. To many its a community of like minded people – doing the best they can in a challenging world. We have members in almost 300 local authorities throughout England and Wales and some in Scotland.

Who We Are 

  • Members: Council and central government employees, from frontline workers to senior management 

  • Coverage: Nearly every local authority in England & Wales, with some from Scotland 

  • Experience: Nearly 30 years of community support 

  • Run voluntarily by an executive of experienced local government staff from across the country

Our History 

LACEF was established in 1997 by Barrie Minney at Brighton & Hove Council. Since then, it has grown into a Centre of Excellence for debt recovery best practices. 

 

Membership Benefits

  • Government collaboration: Central government departments, including HM Treasury, MHCLG, Cabinet Office, and Ministry of Justice, often consult with LACEF and have members within the forum.
