Membership is open to council or central government employees only. Our members range from frontline workers to senior management, and we even have a few retired members who continue to contribute their expertise. |

Our History LACEF was established in 1997 by Barrie Minney at Brighton & Hove Council. Since then, it has grown into a Centre of Excellence for debt recovery best practices.
