The LACEF Forum is home to over 900 members from nearly every local authority in England & Wales (and a few in Scotland). We are a supportive community that has been sharing best practices in the recovery of council tax, business rates, sundry debts, and parking fines since 1997. This is a private forum dedicated to fostering collaboration and knowledge exchange among professionals in the field

Who We Are 

  • Members: Council and central government employees, from frontline workers to senior management 

  • Coverage: Nearly every local authority in England & Wales, with some from Scotland 

  • Experience: Nearly 30 years of community support 

  • Run voluntarily by an executive of experienced local government staff from across the country

Our History 

LACEF was established in 1997 by Barrie Minney at Brighton & Hove Council. Since then, it has grown into a Centre of Excellence for debt recovery best practices. 

 

Membership Benefits

  • Government collaboration: Central government departments, including HM Treasury, MHCLG, Cabinet Office, and Ministry of Justice, often consult with LACEF and have members within the forum.

  • A private and friendly space to ask questions, share experiences, and support each other
